What a project like this involves
A pool and clubhouse serving a multi-family community pull in requirements that the residential buildings do not: water service sized for the pool, sanitary connections for the bathhouse, accessible routes from the parking to the deck, and a stormwater approach that accounts for a large impervious amenity area.
None of that is visible in the finished photograph, which is the point. The measure of the engineering is that the amenity works, drains, and passed review without holding up the residential phases behind it.
