What a project like this involves

Church work runs differently from commercial work and the difference is worth stating plainly. The client is usually a volunteer board rather than a professional developer. The build-out happens in phases as funds are raised, sometimes over decades. And the application is very often the one at the hearing that the neighbors turn out for, because the questions are parking and traffic on a residential street.

So the master plan has to do two things at once: survive being built in pieces over many years, and carry a parking and traffic case that satisfies a public hearing before any of it starts. A campus plan that only works when fully built is not a plan a congregation can use.

Tell us the parcel and the jurisdiction.
