What a project like this involves
A neighborhood with a clubhouse and a pool is not just a neighborhood with an extra building. The amenity parcel needs its own access, its own parking, its own utility service and its own stormwater treatment, and it usually sits on ground that would otherwise have held lots.
It also has to be owned and maintained by somebody after the developer leaves, which means the common area has to be platted and dedicated correctly at the outset. That is survey and planning work done years before anyone swims in the pool.
