An apartment community is decided by how much of the site the buildings, parking, fire access and stormwater facilities each need, and how they fit together on one parcel.
The clubhouse and pool add their own requirements: water service sized for the pool, sanitary connections, accessible routes from parking, and a stormwater approach that accounts for the added hard surface.
